

A consortium made up of Wrocław University of Science and Technology, the Military University of Technology, and INNERGO is carrying out the project “Integrated Mission-Critical 5G Communication System and Digital Twin to Support Crisis Response Operations.” The project involves developing an integrated mission-critical 5G communication system and a digital twin to support operations in crisis situations.
INNERGO is the project leader, with Wrocław University of Science and Technology (Faculty of Computer Science and Telecommunications) and the Military University of Technology (Faculty of Electronics) serving as scientific partners.
Project Objective
The aim of the project is to create a new-generation communication system for emergency services, critical infrastructure operators and public administration. The solution is designed to keep working even in situations where traditional telecommunications networks are overloaded or unavailable.
The system will be designed to support, among others:
- floods,
- fires,
- critical infrastructure failures,
- natural disasters,
- hybrid threats and cyberattacks
What Makes It Innovative?
The project will combine three advanced technologies:
1. A private mission-critical 5G network, providing:
- 99.99% availability,
- latency below 10 ms,
- autonomous operation in “island mode,”
- high fault tolerance
2. A digital twin – a real-time digital representation of the crisis situation, fed by data from:
- drones,
- environmental sensors,
- vehicles,
- critical infrastructure systems.
3. An intelligent communication management layer, enabling:
- prioritization of critical traffic,
- dynamic management of network resources,
- enhanced cybersecurity,
- automatic communication switchover in the event of failure.
Project Responsibilities
Wrocław University of Science and Technology is responsible for:
- perception algorithms,
- data analysis,
- the digital twin,
- predictive models
Military University of Technology is responsible for:
- the Mission-Critical Management (MCM) communication management layer,
- transmission security,
- network slicing,
- system resilience to failures and interference
INNERGO is responsible for:
- building the private 5G network,
- radio infrastructure,
- edge computing,
- integration of the overall solution.
Expected Outcomes
The project is set to deliver Poland’s first comprehensive solution integrating:
- a private 5G network,
- a digital twin of crisis situations,
- advanced mission-critical communication management mechanisms.
Ultimately, the solution will be applicable in:
- emergency services,
- energy,
- transport,
- airports and seaports,
- public administration,
- the defense sector and industry
