Next-generation public safety: Digital transformation of emergency services with Alcatel-Lucent Enterprise

By 16 February 2026 No Comments

INNERGO’s cooperation with Alcatel-Lucent Enterprise began in 2009 and continues to this day. The two companies have collaborated on numerous projects in areas such as energy, police, firefighting, and healthcare, which required preparation and understanding of customer needs, selection of appropriate equipment, and provision of high SLA maintenance services.

INNERGO representatives had the opportunity to familiarize themselves with the full range of Alcatel-Lucent Enterprise products during a visit to the Alcatel-Lucent Enterprise Laboratory in Paris. The visit was not only an opportunity to expand their knowledge, including on Next-Generation Public Safety, but also to share the experience INNERGO has gained while implementing projects for the police and fire department.

In the era of digital transformation, emergency services and public safety agencies need to process data faster than ever before. Next-Generation Public Safety (NGPS) solutions developed by Alcatel-Lucent Enterprise (ALE) take emergency communications from a simple voice call to a multimedia information exchange ecosystem.

Key elements of the solution:

  • Omnichannel communication: ALE systems enable citizens to contact services not only by phone, but also via video, chat, social media, and mobile applications.
  • High-availability infrastructure: NGPS is based on reliable LAN/WLAN networks and communication systems (Rainbow, OmniPCX Enterprise) that guarantee 24/7/365 operation, even in critical situations.
  • Integration with IoT and AI: Automatic notifications from smart sensors, surveillance cameras, or gunshot detection systems are sent directly to dispatchers, reducing response times (the so-called “Golden Hour”).
  • Service Mobility: Thanks to cloud and hybrid technology, employees such as police officers or firefighters in the field have secure access to real-time data on mobile devices.

Why is this important?

Traditional systems based solely on voice communication are becoming insufficient. NGPS from ALE allows for better coordination of activities, faster assessment of the situation at the scene of an incident, and above all, more effective protection of life.

With the growing number of threats and increasing urbanization, traditional emergency notification systems based solely on voice communication are no longer sufficient. Alcatel-Lucent Enterprise (ALE) is responding to these challenges by offering its Next-Generation Public Safety (NGPS) vision—an integrated ecosystem that combines advanced network infrastructure, cloud communications, and data analytics.

Smart connectivity in the service of life

The key to effective rescue operations is reducing the time between the moment an incident is reported and the moment intervention begins. ALE solutions support the NG112 (Next-Generation 112) concept by introducing multimedia communication standards:

  • Omnichannel in crisis situations: Citizens can send photos from the scene of an accident, broadcast live video, or send their GPS location via chat. Thanks to the ALE Rainbow platform, dispatchers gain full visual context, allowing for better selection of forces and resources.
  • Mission-Critical Foundation: NGPS relies on resilient OmniSwitch networks that prioritize security-related traffic (QoS). This infrastructure is designed to eliminate “single points of failure,” which is critical during natural disasters or power outages.

IoT Integration and Automation (Smart City)

Modern public safety is not only about response, but also prevention. ALE solutions integrate with Internet of Things (IoT) sensors:

  • Automatic alerts: Sound detection systems (e.g., gunshots, broken glass), smoke detectors, and smart city surveillance can automatically initiate calls to the command center.
  • Data analysis: Integration with AI systems allows for faster identification of threat patterns and automatic notification of the relevant medical services, fire department, or police without delay resulting from human factors.

Mobility and Cooperation in the Field

Thanks to hybrid technologies, officers are no longer “cut off” from information when they leave the base. Secure WLAN networks and mobile applications provide:

  1. Instant access to databases and patient records on the way to an emergency.
  2. Secure group communication (Push-to-Talk) via LTE/5G networks.
  3. Remote coordination of multiple units on a shared digital operational map.

In summary, we can say that Next-Generation Public Safety from Alcatel-Lucent Enterprise is a transition from a reactive model of work to intelligent incident management. Investing in these technologies is not only an IT upgrade, but above all a real increase in citizen safety and optimization of the operating costs of uniformed services. – summarized Arkadiusz Rosiak, Presales Engineer at INNERGO, after the visit.

We are pleased that INNERGO continues to grow and that we can see something in this company that we might call a “hunger for knowledge.” By analyzing the changing needs of its customers—including the so-called “uniformed services”—they are interested in new solutions and improving the skills of their employees, emphasizes Łukasz Laskowski from Alcatel-Lucent Enterprise.
